The following write up is a research proposal for efficient human resource management of Olympics 2008 to be held at Beijing, China. With this event being taking place for the first time in China it is a major event as far as the people and the government are concerned. Olympics are basically a sports event and in 2008 there are about 302 events to be held in 28 various disciplines. Teams from many different countries participate in these events (Olympics, 2006). The arrangements for Olympics 2008 involve a major investment by many leading companies and the government. This whole sports event is considered as a major project and human resource management is one of its core fundamental parts as there are hundreds of workers involved in setting up these events. The research proposal throws light on various areas of research in achieving efficient human resource management in this event. From earlier research conducted it has been seen that for any organisation to be highly resource and energy efficient, effective human resource management is quiet essential. Also a part of the human resource management is the effective project management. Project and human resource management are one of the fundamental operational parts of an organisation.
Though companies participate in satisfying quality standards, making technological advancements and working towards being energy efficient, companies generally still fail to achieve the expected efficiency level and this is mainly due to poor human resource management, high labour turnover, low motivation, lack of commitment, no proper training and development, lack of skilled workforce, improper communication, culture, lack of dynamic project team structure, risks, rising of costs, industrial conflicts and poor health and safety standards for employees are some of the problems which also fail the teams in completing their tasks before the deadlines. All these factors affect the companies in a major way by increasing their operational costs and force them to incur un-necessary losses (Andrew, 2006).
The following research proposal highlights the core area of research that needs to be conducted that allows the companies to achieve high efficiency project teams and cutting costs by answering some major problems in human resource management and helping companies achieve their tasks in time and maintain the same quality and environment standards. This research will also concentrate on some key areas such as management of change, training and development and implementation of culture (Andrea, 2004).
Reasons for choosing this area of research:
Human resource management issues are a major part related to event management and always have been one of the most interesting topics.
Chinese culture is a culture with very different traditions and fascinating beliefs and rituals. When a major event such as Olympics is being held for the first time in China, it is quiet interesting to know in what way the Chinese people would come forward to accept it.
The management of Olympics is thus a big challenge for China and certainly it can be seen that management of Human resources for this event is even far greater challenge and that has to be done is a very effective and efficient way (Andrew, 2006).
With this event being conducted, no doubt, there are many human resource issues that crop up that hinder a team’s growth thus causing problems and un-necessary cost and thus affecting the efficiency in general.
My research would definitely make an attempt in covering most of the human resources related issues and suggest a suitable solution for this and also definitely allows the teams to consider steps in developing a learning organisation in general, which would help organisations to achieve high efficiency and save costs. Even though my research might appear to be applicable for Olympics 2008 scenario, the principles involved and the various other tasks and methods implemented can also be used for other scenarios provided minor changes are conducted in them.
Research Aim:
The main aim of this research is to increase efficiency of human resources supporting Olympics 2008 in Beijing, China. This research would also provide a tool for the companies to effectively manage human resources and steps to create a dynamic workforce.
Research Objectives:
The main objectives of the research are
- To assess the problems faced by project teams
- Explore steps to increase motivation and commitment. To undertake steps to reduce labour turnover.
- To explore various human resource performance measurements
- Investigate the cultural aspects creating management problems and bringing about management of change (Dee, 2005)
- Investigate steps to increase efficiency and develop a learning organisation.
- Investigate the various risks involved in the effective management of human resources.
Research Methodology
The research methodology has been designed in five basic steps (WMG, 2005)
1) Literature review: The literature review provides us with an opportunity to collect all the research studies and investigations conducted related to the main research aim and objectives mentioned earlier. The literature review is expected to be quiet comprehensive and various available library databases are expected to be used to find out the information required. This is the primary main step that needs to be conducted in a research work because this step allows us to a firm understanding on the research being conducted and allows us to focus more on the aims and objectives of research. The literature review conducted also defines the progress of the path of the research and also helps in identification of new areas in the present research.
2) Conduct Studies: The next step expected to be carried out in the research work is to conduct studies about the various processes involved with in the frame work of research work. The studies need to be carried out with in the organisation and the structure of the organisation needs to be studied. Also to assist with the research the various cultural aspects involved needs to be studied as well.
3) Data Collection: This is an important stage of the research process and the basis for the research. All the information collected in this stage will in some way or the other impact the output results of the research study undertaken. The following methods of data collection strategy need to be undertaken
2. Interviews: Interviews often involves comprehensive collection of data and is definitely an important step considered in research. Interviews allow the researcher to hold a discussion with the staff of the organisation and seek some information for further analysis. Interviews is generally most preferred choice than questionnaires for collection of data due to its level of comprehensiveness and questionnaires suffer from a draw back as they always present limited information. Face to face interviews will be conducted with the management of staff mainly in human resources department and team leaders and project managers will also be involved. Interviews will be designed to last for about 10 to 15 minutes and by the use of an audio machine they will be recorded. The interviews will be conducted in a confidential environment and maintaining complete data protection (Catherine, 2004).
4) Analysis: The analysis of data has been mentioned as a separate section
5) Delivering of results: The results obtained by conducting the analysis of data could be used to make effective changes with in the organisation in an acceptable way to attain efficiency and to have a dynamic workforce.
Data Analysis:
The data collected by the earlier mentioned steps need to be analysed and all the points gained by conducting interviews can now be used to put in the form of statistical figures to understand what the core problems faced in the management of human resource teams. The use of Microsoft Excel would prove quiet beneficial provided the ease of use (Catherine, 2004). Statistical analysis of data can help in providing results closer to the actual results thus providing accuracy.
Other data analysis tools that can be used are like flow charts that can be used to arrive at conclusions (Dee, 2004).
From the data analysis conducted tools such as Force field analysis, stakeholder’s analysis and effort impact analysis to measure the effects of changes that may be suggested to overcome various problems mentioned (Pauline, 2006)
Possible limitations for this research:
The research to be conducted has some possible limitations
- Data protection may prove to be a limitation as companies may not want to share all the information they have.
- Management of change could prove to be a problem as there could be some staff members opposing this change.
- Opposing this research could be the workers unions who may believe that this research could create problems to the existing work force.
- Not all problems faced by the human resource teams are covered in this research
- Some solutions suggested in the research may be too ideal to implement
- The tools used to analyse data may not present an accurate analysis of data.
- The tools used may not provide precise information and might vary greatly.
- There could be some additional expenses incurred as some companies ask for a fee to release important information
- This research may not be useful for other companies as the scenarios involved could be completely different.
Structure of Dissertation:

2. Research Design: This chapter presents the flow of research and the various steps undertaken in this research. It is expected that a flow chart is designed for better understanding on how the research flows. This is an important part of the dissertation as research design provides the key steps and a plan and introduces the way the research has been conducted. A research design is expected to be conducted in an optimal way and this design is expected to be efficient without increasing the overall costs.
3. Research Methods: This chapter would introduce the various research methods used in the research also presents various reasons on why these methods have been used. This chapter introduces to various data collection strategies used. Also this chapter introduces to various tools and techniques used in the research and provide an introduction to the tools. The methods used in the research must be cost effective and efficient to the research.
4. Analysis: This chapter presents the data collected by using the various research methods used and comprehensively implements the various tools and techniques. This chapter will clearly explain the various methods used and also introduce the methods to the reader so that the reader is familiar with the methods and can understand the process of usage of these methods.
5. Results: This is an important chapter as it states the various results and goals achieved in the research and explains the various consequences attached to this. This chapter also mentions the various changes that an organisation needs to undertake to achieve high efficiency. The results reflect on many issues and highlight what changes need to be undertaken. The results also highlight the gravity of the problem and also reflect on how the problems are affecting the organisation in different ways. The results provide a fundamental framework and help in accurately identifying the problems.
6. Conclusion: This chapter presents a conclusion to the research work done also with a brief introduction to the further research work that is possible and also presents some limitations to the work conducted. This chapter is important as far as a dissertation is concerned as it provides information as to where the research work of the researcher had finished and also explains clearly what was expected and what has been achieved. Also details will be provided on other areas of research and further possible research based on the present research conducted.
Conclusion:
This is the research proposal that has main aims to improve the efficiency of human resources in the teams working for Olympics 2008 in China. As this is just a proposal there could be further additional research topics that may included at later stage of the research. This research has a great potential in allowing companies to save up the costs by making them more efficient in every operational process. This proposal presents a brief overview of the expected research that is to be conducted during this calendar year.
