A comprehensive survey of 9,000 university students conducted by the Higher Education Policy Institute (HEPI) found that trebling tuition fees did not lead to an increase in the teaching time for undergraduate students. Universities did not implement measures to increase teaching volume since fees rose from £1,000 to £3,000 in 2006. Starting this September, universities will once again increase tuition fees to a £9,000 maximum.
Universities UK explained that the increase was used to improve libraries, IT facilities, hire more teaching staff, provide more support and advice for students and other aspects of student university experience.
In 2012, which is the seventh year of increased fees, students in the HEPI survey reported that they were taking an average of 14.4 hours of private study and 13.9 hours of scheduled teaching per week. There is an increase of over an hour in private study time, but there was almost no change in teaching hours since 2007. In some disciplines, this would mean as low as seven hours a week. However, the report said there are different approaches to teaching depending on the subject. The report concludes that the trebling of fees has not resulted to an improvement in the “provision made for students”.
